Our Commitment to Small Business Community

Lobar, Inc’s ability to successfully meet projected small business (SB) utilization goals stems from our corporate commitment to maximize SB participation opportunities. We typically manage each assigned contract (with or without established goals) like a “contract” to ensure maximum SB participation. Lobar’s project managers analyze project requirements at the outset of each project to identify scopes of work (“SOW”s) and services appropriate for SB participation.

Our SB program commitment is demonstrated by established company practices, procurement policies, monitoring procedures, and approved subcontracting clauses, as well as the advocacy and support of senior management. Lobar’s Socioeconomic Participation Program is based upon:

  • Enforceable Teaming Agreements with SB Subcontractors
  • Utilization of prequalified SB pool of construction related subcontractors and suppliers
  • Association with specific SB firms within specific work areas
  • Proven commitment to using SBs, exemplified by award-winning corporate history of SB utilization

Lobar, Inc.’s Policy relating to Small Business Concerns (SB), Small Disadvantaged Business Concerns (SDB), Women-Owned Small Business Concerns (WOSB), Veteran-Owned Small Business Concerns (VOSB), Service disabled Veteran-Owned Small Business Concerns (SDVOSB), Historically Black College and Universities/Minority Institutions (HBCU/MI), HUBZone Small Business Concerns (HSB), hereinafter referred to as “SMALL BUSINESS CONCERNS.”

It is the policy of Lobar, Inc. to place a fair proportion of its acquisitions with Small Business Concerns. Such business concerns shall be afforded an equitable opportunity to compete for all contracts and subcontracts that they perform to the extent consistent with the interests of Lobar, Inc. Such business concerns shall also have the maximum practicable opportunity to participate as subcontractors in the contracts awarded by Lobar, Inc. consistent with efficient contract performance.

In keeping with this policy, the Lobar, Inc. Purchasing Department will scrutinize all procurements for possible award to Small Business Concerns consistent with good procurement practices.

We encourage all Small Business Concerns to make their status known to the Purchasing Department so that appropriate consideration can be given.
